In a bold reimagining of public healthcare, Kenya has taken a decisive step beyond its borders. Beginning April 14, patients under the Social Health Authority (SHA) will, for the first time, access specialised treatment in leading international hospitals—marking a new era in medical care delivery.

The initiative, announced by SHA Chief Executive Officer Mercy Mwangangi, brings nine top-tier hospitals in India, Turkey, and Saudi Arabia into Kenya’s national health ecosystem.

“We’re very pleased to inform Kenyans that starting April 14, patients will be able to access the overseas treatment package through SHA,” Mwangangi said, signalling what could become one of the most transformative health policy shifts in recent years.

A Strategic Leap in Healthcare Access

The move is grounded in a stark reality: while Kenya’s healthcare system has made significant strides, certain highly specialised procedures remain out of reach locally. To bridge this gap, the government—through SHA—has negotiated partnerships with globally accredited institutions renowned for cutting-edge medical expertise.

Among them is the prestigious Acıbadem Healthcare Group, which contributes four advanced facilities in Turkey. These include centres of excellence in oncology, robotic surgery, cardiovascular care, and organ transplantation—fields where demand continues to outpace local capacity.

In India, the programme taps into the scale and affordability of KIMS Hospitals and the highly specialised Apollo Proton Cancer Centre—the only proton therapy facility in South Asia and the Middle East, offering precision cancer treatment that minimises damage to surrounding tissue.

Saudi Arabia adds further depth with two globally respected institutions: Dr. Soliman Fakeeh Hospital and the King Faisal Specialist Hospital and Research Centre, a world leader in complex surgeries, genomics, and organ transplantation. Notably, the latter made headlines in 2024 after performing the world’s first fully robotic heart transplant—an indicator of the calibre now accessible to Kenyan patients.

Targeted Care, Controlled Costs

Health Cabinet Secretary Aden Duale has clarified that the overseas package is not a blanket cover, but a targeted intervention. Only procedures unavailable within Kenya will qualify, ensuring that the initiative complements—not replaces—local healthcare systems.

The Benefits Package and Tariffs Advisory Panel (BPTAP) has identified 36 such procedures, with SHA covering treatment costs up to KSh500,000 per case.

This approach reflects a growing global trend in healthcare systems: strategic outsourcing of complex care while strengthening domestic capacity. According to recent World Health Organization reports, cross-border healthcare partnerships are increasingly being used by middle-income countries to improve outcomes in specialised medicine without overburdening national infrastructure.

A New Frontier for Kenyan Patients

For patients battling conditions such as advanced cancers, complex heart disease, or neurological disorders, the implications are profound. Access to technologies like proton therapy, robotic-assisted surgery, and hybrid operating theatres could significantly improve survival rates and quality of life.

Yet, the programme also raises critical questions about sustainability, equity, and long-term investment in Kenya’s own health systems. Experts caution that while overseas care offers immediate relief, parallel investment in local centres of excellence remains essential.

Beyond Borders, Toward Better Care

At its core, the SHA overseas treatment package is more than a policy shift—it is a statement of intent. A recognition that in an interconnected world, healthcare need not be confined by geography.

For thousands of Kenyans who once faced limited options, the message is clear: the map of possibility has just expanded.
